The idea of the Journal first emerged in 2021, which was announced a Year of science and technology in Russia. That was the period of rapid penetration of digital technologies into the fiber of social relations, which inevitably reflected in the changes of the directions of legal development and the vector of scientific research. They soared towards the new, innovative phenomena and processes which emerged at the intersection of digital technologies and law.
A sharp increase of the earlier unobserved interdisciplinary legal phenomena, which manifested under digitalization, became a converging point for the specialists of various fields and legal scientists, sometimes representing opposing scientific schools, ideas and interests.
Perceiving an acute shortage of a solid link between the representative of various scientific fields and applied spheres, a high need for a unique common informational space, uniting the achievements of high-level science and the results of breakthrough technologies, the academic community embodied in Kazan Innovative University named after V.G. Timiryasov, on the initiative and with the active support of its Rector, founded the Journal in 2022, which was announced a Year of digitalization in Tatarstan. The Journal was founded as a platform for implementing the scientific-technological interaction and demonstration of modern and prospective research and academic initiatives of young talented researchers and well-known scientists in the sphere of law and technologies.
The basic principles of a union between scientific and innovative processes, as well as of strategic partnership with the state, academic institutions, business, and expert community, underlying the functioning of Kazan Innovative University named after V.G. Timiryasov, became the principles of the Journal too.
In 2022, the idea was embodied, and a large-scale search and creative activity began, aimed at forming the Journal’s Editorial Board, composed of prominent Russian and foreign specialists, possessing high professional competences in their fields of juridical knowledge.
Collaboration of the well-known figures in legal science, who agreed to join the Journal’s creative team, is an example of synergy of a complex system of interacting components, merged into a whole with common value attitudes, principles of work and aspirations for a promising digital future.
The year 2022 is also notable for the fact that the Journal receives a juridical registration – it is registered as a mass medium in the Russian Federation, and a “virtual registration” – it receives a domain name (https://lawjournal.digital) in the Internet. In the same year, a full-fledged official website of the Journal starts functioning, which was developed with the latest standards making its interface convenient for the users and the published materials – open and accessible for a wide range of interested persons.
It takes place during the period significant for Russia, as there was announced the Decade of science and technology. The Decade is to promote the role of science and technologies in solving the problems faced by the state and the society. The Year of science and technology (2021) gave way to the decade (2022–2031) actually aimed at achieving the “digital maturity” of economy, management and social sectors. That could not leave indifferent the founder, the publisher, the editorial office and the Editorial Board of the Journal, strengthening their confidence in the rectitude of the proposed concept and the specificity of the thematic field – digital technologies and law, the elaborated up-to-date style, the unique rubrication. These were the priority strategic landmarks for the authors, who in their publications consider the digital trends of legal science. Taken as a whole, this determines the Journal’s unique identity, at the same time leaving space for creative search.
Today, the next, no less important, stage in the Journal development starts. It is the stage of practical implementation of the concept, of filling the Journal with materials complying with the digital and technological needs of legal regulation in the sphere of social relations, the queries of legal science, the true interests of the potential target audience.
Publication of the first issues is planned for 2023.
